FIFA backs revamp of corruption investigation body

ZURICH (AP) ? FIFA will change the way it investigates corruption and is prepared to examine any "credible" evidence of past wrongdoing, president Sepp Blatter said Friday.

Hailing a "historic day for FIFA's reform process" after a series of scandals, Blatter said it would revamp its ethics committee to create separate investigating and prosecuting units with new, independent leaders.

Blatter said the proposal presented by FIFA's anti-corruption adviser Mark Pieth got strong backing from his executive committee, some of whom have recently been cleared of corruption allegations by the existing ? and often maligned ? ethics body.

"Unanimously they agreed to this new approach in our, let's say, efforts for more transparency and integrity," Blatter said at a news conference announcing efforts in a promised two-year drive to clean up the world soccer body.

Still, Pieth's sharp criticism of FIFA's past investigative failings was not directly addressed and the timetable for much of his suggested reform program was pushed to 2013.

FIFA's reputation has been rocked by claims of bribery and vote-rigging that marred FIFA's presidential election campaign last year and voting in 2010 for the 2018 and 2022 World Cups.

The credibility of Blatter's organization was also harmed when the existing, single-chamber ethics committee failed to gather enough evidence to prosecute some allegations.

"FIFA has ... shown a lack of pro-active and systematic follow-up on allegations," Pieth wrote in a report submitted to FIFA on behalf of his 13-member expert panel advising on transparency and clean government. "In some instances, allegations were insufficiently investigated."

The revamped ethics court could start work immediately after being approved by FIFA's 208 member nations in May.

"The new ethics committee will have the possibility to initiate investigation in case of credible allegations," Blatter said.

Pieth, a former United Nations investigator, recommended in his report that the new ethics body's "procedures and organizational measures will be applicable to past behavior."

One of Pieth's fundamental demands looks likely to be met, with FIFA set to allow outsiders unconnected to Blatter's so-called "football family" to oversee the judicial process. They will also have power to screen potential FIFA officials for integrity.

FIFA said Pieth will choose three candidates ? which he suggested should be "truly independent persons of high standing and expertise" ?to chair each of the investigative and judging chambers. Member countries will vote at the May 25 congress in Budapest, Hungary.

FIFA also will ask its congress to approve an audit and compliance committee exerting tighter financial controls on the world governing body, which shares much of its billion-dollar income with its member federations.

FIFA did not immediately accept Pieth's suggestion that the audit committee should decide, and publish, the president's salary.

On Friday, FIFA announced it made a profit of $36 million in 2011 and increased its reserves to $1.3 billion.

FIFA also is setting aside $100 million to insure the salaries of all players against injury on official national team duty. FIFA says the policy should take effect on Sept. 1, and will cover all matches played on FIFA international calendar dates.

Blatter said the congress also should choose FIFA's first female member of the executive committee, which is currently a 24-man panel. The member is expected to be voted by acclaim at the 2013 FIFA Congress.

Pieth's panel appears to have much work remaining to oversee FIFA's overhaul in the next 14 months.

Pieth's team includes former Watergate investigator Michael Hershman, Britain's former attorney-general Peter Goldsmith and Alexandra Wrage, a Canadian expert in anti-bribery compliance.

They are monitoring three FIFA task forces whose detailed work relating to statutes, transparency and compliance, and ethics was largely glossed over Friday in Blatter's news conference.

A newly drafted code of ethics for soccer officials, referenced in Pieth's report, and his proposal to limit all executive committee members to two, four-year terms also were stalled.

FIFA's former anti-corruption partner Transparency International said in a statement that Blatter's organization had failed to follow through on its promises.

"We are disappointed. We had expected a more comprehensive introduction of new procedures," said TI's sports adviser Sylvia Schenk, who walked away from FIFA's process last November. "Too much is still unclear and key issues, such as investigations into the past allegations of corruption, have not been properly addressed."

Genes for learning, remembering, forgetting

Certain genes and proteins that promote growth and development of embryos also play a surprising role in sending chemical signals that help adults learn, remember, forget and perhaps become addicted, University of Utah biologists have discovered.

"We found that these molecules and signaling pathways [named Wnt] do not retire after development of the organism, but have a new and surprising role in the adult. They are called back to action to change the properties of the nervous system in response to experience," says biology Professor Andres Villu Maricq, senior author of the new study in the March 30 issue of the journal Cell.

The study was performed in C. elegans ? the millimeter-long roundworm or nematode ? which has a nervous system that serves as a model for those of vertebrate animals, including humans.

Because other Wnt pathways in worms are known to work in humans too, the researchers believe that Wnt genes, the Wnt proteins they produce and so-called "Wnt signaling" also are involved in human learning, memory and forgetting.

"Almost certainly what we have discovered is going on in our brain as well," Maricq says. And because a worm nerve-signal "receptor" in the study is analogous to a human nicotine receptor involved in addiction, schizophrenia and some other mental disorders, some of the genes identified in the worm study "represent possible new targets for treatment of schizophrenia and perhaps addiction," he adds.

Wnt genes and their proteins already were known to "pattern the development and distribution of organs in the body" during embryo development, and to be responsible for various cancers and developmental defects when mutated, he says.

Maricq conducted the study with these Utah biologists: doctoral students Michael Jensen and Dane Maxfield; postdoctoral researchers Michael M. Francis, Frederic Hoerndli and Rui Wang; undergraduate Erica Johnson; Penelope Brockie, a research associate professor; and David M. Madsen, a senior research specialist. The study was funded by the National Institutes of Health and the American Heart Association.

Synapse Plasticity is the Basis of Learning and Memory

Synapses are the connections between nerve cells (neurons). Nerve signals are transmitted through synapses. Learning and memory concern how these connections are made, broken, strengthened or weakened. Proteins known as receptors are delivered to the synapses or removed from them to strengthen or weaken the connection.

In the new study, Maricq and colleagues identified a "Wnt signaling pathway" ? a series of genes and the proteins they produce ? that controls the strength of nerve signal transmission from one neuron through a synapse to the next neuron. This allows "plasticity" of synapses ? a key factor in learning, retaining memories and forgetting.

"The adult nervous system is not a stagnant tissue, but rather dynamic and plastic, with the strength of synapses ? specialized neuron-to-neuron connections ? changing with experience, learning and memory," Maricq says. "It's not a fixed thing, like when you're done making the heart, you're done."

When synapses and thus incoming nerve signals are strengthened by adding receptors, an organism learns and remembers; when the opposite occurs, the organism forgets, he adds.

How is that connection strengthened or weakened? When one neuron sends a nerve signal to another neuron, the first neuron releases a chemical known as a neurotransmitter, which moves through the synapse connecting the two cells and attaches or binds to receptors on the surface of the second neuron.

"You can think of the receptors like amplifiers, like hearing aids," Maricq says.

The volume of the received nerve signal depends on the number of receptors, which are stored in a supply depot just below the nerve cell's surface.

The Wnt signaling identified in the new study "tells the depot to put more receptors into the synapse ? or not," says Maricq.

He emphasizes that the Wnt chemical signal is different than the actual nerve signal carried by a neurotransmitter chemical, which in the new study was acetylcholine. The Wnt signal "is a secondary signal that controls the volume of the neurotransmitter signal," Maricq says.

Worms Reveal Details of Nerve Signal Volume Control

By crippling various genes in the worms, the researchers identified the "signaling pathway" by which a Wnt protein in one nerve cell sends a chemical signal to another cell telling it to increase the number of receptors on its surface, thus increasing the strength or volume of nerve signals between the cells.

The type of nerve-signal receptor in the study is an acetylcholine receptor named ACR-16. When researchers crippled the gene that makes the ACR-16 receptor protein, there were not enough receptors, so nerve signals were disrupted and the worms "had uncoordinated movement," Maricq says. "They were semi-paralyzed."

The scientists found mutations of other genes that also resulted in inadequate ACR-16 receptors and impaired the worms' movement. They discovered such genes belong to the "Wnt signaling pathway" that puts enough receptors on the cell surface so signals can be received.

Besides ACR-16, genes in that pathway produced proteins named CWN-2 ? which is a Wnt protein ? LIN-17, CAM-1 and DSH-1.

Here is how that pathway controls the volume of incoming nerve signals:

A neuron releases CWN-2, which binds onto a receptor protein on the signal-receiving cell. That protein is a newly discovered combination of the LIN-17 and CAM-1 proteins.
The LIN-17/CAM-1 protein sends a signal to a protein called disheveled, or DSH-1.
"DSH-1 somehow sends the volume-control signal" that dispatches more ACR-16 receptors from depots inside the second neuron to that cell's surface, thus boosting the volume of the received nerve signal, Maricq says.
The researchers used a green jellyfish protein to mark the ACR-16 receptors so they were visible under a microscope. When any of the genes in the Wnt signaling pathway were mutant, the scientists could see the green-labeled receptors accumulate under the surfaces of nerve cells instead of moving to the surface.

Another experiment recorded electrical currents in worm nerve synapses and found it was smaller when any of the Wnt pathway genes were mutated. The smaller current ? reflecting impaired nerve-signal transmission ? explains why the mutant worms were partially paralyzed.

Human Version of Worm Receptor Tied to Mental Disorders

The ACR-16 acetylcholine receptor is the worm version of the alpha-7 nicotinic acetylcholine receptor in humans and other vertebrates. Both are similar in structure and function in animals from worms to fruit flies, mice and people.

The alpha-7 receptor "is important in schizophrenia and a number of different mental disorders, and may have a role in addiction, but we don't understand how it's regulated," Maricq says.

Many existing psychiatric drugs modify synapse strength. The new study suggests research should be done to show if the same Wnt signaling genes in worms also control alpha-7 receptor levels on human brain cells. If so, new drugs might be developed to target those genes as a way to treat mental disorders, including addiction.

"Addiction is like learning at a primitive level," Maricq says. "Addiction means that somewhere in your brain, synapses are too strong. So you want more."

Protect IP Act (PIPA or S.968) also known as Preventing Real Online Threats to Economic Creativity and Theft of Intellectual Property Act of 2011 was a proposed legislation introduced by Senator Patrick Leahy in the United States Senate Committee on Judiciary on May 12, 2011. The bill was initially supported by 40 Senators including Senators Orrin Hatch (R-Utah),Charles Schumer (D-N.Y.), Chuck Grassley (R-Iowa),Chris Coons (D-Del.), Dianne Feinstein (D-Calif.), Herb Kohl (D-Wis.), Lindsey Graham (R-S.C.), Richard Blumenthal (D-Conn.) and Sheldon Whitehouse (D-R.I.). Under the provisions of the bill, the Department of Justice (DOJ) receives the authority to request a court order against suspected foreign websites involved in infringing activities. The Attorney General would then be able to issue directives to search engines, domain name registries, registrars, Internet advertising companies and financial transaction providers to stop doing business with rogue websites.^[1]^[2]

The proponents of the bill stated that PIPA aims to protect consumers, investments and the jobs associated with the American development of brands and content. They also said that the bill will send a strong message that the United States protects its Intellectual Property rights against entities operating infringing websites and selling or distributing pirated and counterfeit products.^[3]

The proposed Protect IP Act just like the Support Online Piracy Act introduced in the House of Representatives, was bipartisan legislation. It has its own supporters as well as opponents.^[4]

PIPA it not supported by many individuals, organizations and large technology companies, internet engineers and security experts, venture capitalist and civil libertarian communities and internet users because of the proposed strategies to be used against suspected infringing websites.

Security Experts Technical Concerns

In May 2011, internet security experts, including Steve Crocker, CEO of Shinkuro Inc., and Chairman of the ICANN board; David Dagon, DNS post-doctoral researcher at Georgia Institute of Technology; Dan Kaminsky, security researcher for Fortune 500 companies such as Cisco and Microsoft; Danny McPherson, Chief Security Officer for Verisign and Paul Vixie, founder of Internet Systems Consortium sent a White Paper to the members of the Senate explaining how PIPA's DNS related provisions will cause harmful effects to the security and technical stability of the current Internet architecture. They encouraged lawmakers to scrap the DNS filtering provisions---Section 3(d)(II)(A)(ii) as stipulated in the proposed bill- because it was not compatible with the end-to-end implementations of DNS Security Extensions (DNSSEC), a DNS security extension which allows certain information to be signed cryptographically providing secure authentication of Internet assets.^[7]

Senator Ron Wyden Against PIPA

Senator Ron Wyden promised that he would filibuster in the Senate floor against the bill. According to him, "I will be working with colleagues on both sides of the aisle over the next month to explain the basis for this widespread concern, and I intend to follow through on a commitment that I made more than a year ago, to filibuster this bill when the Senate returns in January." ^[8] Wyden is proposing the Online Protection and Enforcement of Digital Trade Act (OPEN) as an alternative legislation to resolve the issues raised under SOPA and PIPA. OPEN also aims to resolve IP infringement but it will not use black listing and censorship to protect intellectual property right, instead it will will expand the capability of the ITC to investigate infringement.^[9]

The Obama Administration's Stand on PIPA

In response to the "Stop the E-PARASITE Act" and "Veto the SOPA" online petitions, Victoria Espinel, Intellectual Property Enforcement Coordinator at Office of Management and Budget, Aneesh Chopra, U.S. Chief Technology Officer, and Howard Schmidt, Special Assistant to the President and Cybersecurity Coordinator for National Security Staff issued an official statement regarding the Obama Administration's stand on PIPA and SOPA. According the to the White House, it will not support a bill that will undermine the freedom of expression and innovation of the global internet and increase cybersecurity risk. The Obama administration also encouraged all internet stakeholders including content creators and internet service providers to work together in developing measures to effectively combat online piracy. Furthermore, the White House promised to keep working with the Congress to achieve a bipartisan legislation that "provides new tools needed in the global fight against piracy and counterfeiting, while vigorously defending an open Internet based on the values of free expression, privacy, security and innovation." ^[10]

Stephen Colbert isn?t hiding his excitement about the possible strike down of President Obama?s healthcare mandate. In fact, the ?Colbert Report? host is thrilled at the possibility of the Supreme Court repealing Obamacare ? a strong sentiment echoed by the Republican Party.

?You lose Mr. President!? Colbert exclaimed, ?Take Obamacare and stick it where the sun don?t shine! Then have it removed by a doctor that you have to pay yourself because he?s not in network.? Over the past three days, the Supreme Court has posed challenging, critical questions to the Obama administration about its massive bill, and Colbert was glad to see the administration struggle to present its case.

?It was a train wreck that slammed into the Hindenburg, landed on the deck of the Titanic, and then sailed it to see John Carter,? Colbert said.?That last reference alluding to the recent catastrophic flop at the box-office.

This mandate isn?t the good kind of ?man date,? he goes on to explain, where two buddies play racquetball together and recharge with a couple of burgers, brews and absolutely no sexual tension? instead this mandate requires that all Americans buy health insurance.

And if the administration can force us all to buy health insurance, then it can certainly force us to eat broccoli ? Colbert explains. By his logic, the country is in dire straits because if we don?t fight this evil mandate now, it could lead to more outrageous demands. ?They?re going to make us eat other vegetables ? including lima beans!? Colbert exclaims, ?Take naps when we?re not tired, and kiss our grandmothers even though she smells like old Tupperware!?

Eye-Tracking Computers Will Read Your Thoughts -- Science ...

In the future, will we be served online ads based on the thoughts reflected in our eye movements?

Consider, for a moment, the following list: Republican. Abortion. Democrat. Future. Afghanistan. Health care. Same-sex marriage.

There is an enormous amount of information reflected in the way you just read that list. Did your eyes pause for a fraction of a second on certain words? Did your pupils dilate, ever so slightly, at any point while you were reading the list? For some words did your eyes blink at a different rate? Did you backtrack to reread any words, and if so, which ones, when, and for how long?

Eye-tracking, which uses images from one or more cameras to capture changes in the movements and structure of our eyes, can measure all of these things with pinpoint accuracy. There are many benevolent applications for eye-tracking, most notably in providing disabled people with a way to interact with objects on a screen. But recent advances are taking the technology into the mainstream, with the biggest initial applications likely to be in user interfaces and gaming.

Apple, for example, has filed a patent application for a three-dimensional, eye-tracking user interface, and European company Sensye aims to have its eye-tracking software built into smartphones next year. As eye-tracking becomes increasingly deployed in laptops, tablets, and smartphones in the coming years, it will open a new front in the fractious digital privacy debate.

Today, eye-tracking isn't quite ready for mass-market adoption. The computations required tax even the advanced computer chips found in many current-generation consumer devices. In addition, not all of these devices have "front-facing" cameras that can capture images of a user's eyes. But these obstacles are vanishing as mobile phones and other devices become increasingly powerful. While today's laptops and tablets might have trouble performing eye-tracking computations, those of 2015 will be able to do so with ease. And, they will almost all have front-facing cameras.

Once the technology for eye-tracking is in place, it will glean information conveying not only what we read online, but also how we read it. Did our eyes linger for a few seconds on an advertisement that, in the end, we decided not to click on? How do our eyes move as they take in the contents of a page? Are there certain words, phrases, or topics that we appear to prefer or avoid? In the future, will we be served online ads based not only on what we've shopped for, but also on the thoughts reflected in our eye movements?

This information will be collected, analyzed and resold to hundreds of companies - advertisers, data analytics providers, and others - across the digital ecosystem in what the industry calls the "mobile marketing value chain." In theory, they will be anonymous, "nonpersonal" data. But in practice, the anonymity will be easy to penetrate. For example, eye-tracking data collected from tablets and smartphones will be tied to a "unique device identifier" associated with one specific device. These data will also be correlated to accurate location-tracking information, often to the precision of a specific home or commercial building.

If we have learned anything from the steady drumbeat of revelations about data collected without our consent - think Carrier IQ in November, Android in December, and Google, Twitter, Apple, and Android last month - it is that these stories tend to follow a predictable pattern: After a few days of headlines, calls for congressional or FTC investigations, and damage-control statements from company representatives, attention shifts elsewhere. For each data collection leak that gets identified and plugged, there are probably dozens more waiting to be discovered. It is an environment in which asking forgiveness, not permission, has proven to be a highly successful business strategy.

The overwhelming majority of the time, no one will be interested in putting all of this information together. But if someone does want to identify us by name, study our eye movements, and try to gauge what we, as individuals, were thinking as we viewed digital content, all of the necessary data will be readily available.

We also have to recognize the law-enforcement and security applications for eye-tracking. Researchers in the United States and the United Kingdom have mapped the correlation between blink rates, pupil dilation, and deception. The Department of Homeland Security has been developing a "pre-crime" program aimed at identifying criminals before they act. The DHS program, known as Future Attribute Screening Technology, is designed to analyze images acquired at airport security checkpoints to measure eye movement, position, and gaze (as well as heart rate, respiration, and facial expression) to identify behavior deemed suspicious.

Of course, it's tempting to think that there's a very low-tech solution to unwanted eye-tracking performed by our personal electronics devices: put a piece of masking tape over the camera. For today's devices, that would do the trick. But that may not be an option in the future. As evidenced by an Apple patent application, future display screens could include thousands of tiny imaging sensors built into the screen itself.

Today, when we read something online, our thoughts are still our own. We should enjoy it while it lasts.

Swedish Uses Colon Cancer Live Stream to Fight Disease - Exec ...

SEATTLE, March 27, 2012 /PRNewswire-USNewswire/ -- Colorectal cancer doesn't broadcast its presence until it's too late. Swedish Health Services hopes to change that by getting the word out about safe and effective prevention options.

On Wednesday, March 28, 2012 from 9 a.m. to 12 p.m. (PDT), Swedish physicians and staff will host its first-ever online chat and video stream of a colonoscopy procedure. The stream will be made available online at www.swedish.org/colonlive.

In the United States today, colorectal cancer is the second leading cause of cancer-related deaths for both men and women. It is estimated that 51,000 people will die of the disease this year and 143,000 new cases will be diagnosed.

The American Cancer Society recommends that, upon turning age 50, everyone should get a colonoscopy to prevent colon and rectal cancers. The test is designed to find both early cancer and polyps (growths in your large intestine).

"Right now, only about 60 percent of patients get screened, even though the effectiveness in reducing deaths has been proven," said Dr. Raman Menon, a colon and rectal surgeon at Swedish. "Regular testing is a powerful weapon for preventing the onset of the disease. Removing polyps in the colon keeps the cancer from ever evolving into anything dangerous. The disease is easily treatable if found at an early stage."

"Education is our best, most cost-effective weapon against colorectal cancer," said Dr. Nicholas Procaccini, a gastroenterologist at Swedish. "Screening helps people stay well and it saves lives."

In nine of 10 patients who found their cancers early, their chance for survival in five years is high. Very often these people live a normal life span. If people neglect screening, the cancer can grow and spread without being noticed.

A colonoscopy takes about 30 minutes and is not painful. It is an internal examination of the colon, or large intestine, and rectum. It is done using an instrument called a colonoscope, which has a very small camera attached to a flexible tube that the examiner uses to scope the area. The procedure reviews the entire length of a colon.

As part of Colon Cancer Awareness Month, Drs. Menon and Procaccini will host an online chat and live stream featuring two colonoscopy procedures, one of a male and the other of a female patient. The live stream will be focused around the importance of undergoing routine colonoscopies after age 50 with a focus on advances in colonoscopy procedures.

During the live stream the public will have the chance to communicate with the physicians who performed the procedures and ask questions. The physicians will respond live on camera throughout the program. The dialogue will be focused around the importance of early detection in preventing and treating colon and rectal health issues. During his meetings in South Korea on missile defense, President Obama was overheard telling Russian President Dmitry Medvedev to give him "space" until after November. NBC's Chuck Todd and Kristen Welker report.

SEOUL, South Korea -- It was a comment not intended for public consumption, and another lesson for President Barack Obama on the importance of being careful about what you say around microphones, especially in an election year.

At the end of a 90-minute meeting between Obama and Russian President Dmitry Medvedev on Monday, journalists rushed in to hear remarks from the leaders about the content of their talks.

Journalists spied the two leaders leaning close together and talking in hushed tones.? According to those in the room, the conversation was difficult to hear but the videotape revealed Obama asking the Russian leader to wait until after the November election before pushing forward on the topic of a planned missile defense shield.

Obama says US can reduce nuclear stockpile
Moscow says it fears the system would weaken Russia by gaining the capability to shoot down the nuclear missiles it relies on as a deterrent. It wants a legally binding pledge from the United States that Russia's nuclear forces would not be targeted by the system.
White House Deputy National Security Adviser Ben Rhodes said the overheard comments were not a departure from the Administration's stated policy and responded to the exchange with the following statement:

?The United States is committed to implementing our missile defense system, which we?ve repeatedly said is not aimed at Russia. However, given the longstanding difference between the US and Russia on this issue, it will take time and technical work before we can try to reach an agreement. Since 2012 is an election year in both countries, with an election and leadership transition in Russia and an election in the United States, it is clearly not a year in which we are going to achieve a breakthrough. Therefore, President Obama and President Medvedev agreed that it was best to instruct our technical experts to do the work of better understanding our respective positions, providing space for continued discussions on missile defense cooperation going forward.?

Medvedev may have told Obama that he understands Obama's predicament, but the White House has been under increasing pressure on the issue.? Last week, the Russian leader gave a downbeat assessment of global security and international relations, saying the "Euro-Atlantic" security community he had hoped to create remained a "myth."
Medvedev, who will be succeeded by Vladimir Putin in May, said Moscow was unconvinced by the argument that the planned missile defense shield was intended as protection against a missile attack by countries such as Iran.
"We have time (for an agreement) but it is running out, and I think that it would be in our mutual benefit to reach mutually acceptable agreements," Medvedev told a security conference.
"The main thing is that we must hear one simple thing - hear it and receive confirmation: 'Respected friends from Russia, our missile defense is not aimed against Russian nuclear forces.' This must be affirmed, not in a friendly chat over a cup of tea or a glass of wine, but in a document."
